OpusClip is the category's biggest name, and its recurring free minutes, team features and longer cloud storage are real advantages. Where ClipDocker wins is value and access: the editor isn't a $29 upsell, the per-minute price on the entry paid plan is less than half, and the free tier gives you one completely clean clip rather than a watermark on everything.
If you mostly want clips you can fix and post without paying for the privilege of editing, that's the gap ClipDocker was built into.
Per minute on the popular tiers, yes: ClipDocker Pro works out around £0.04 per source minute (500 credits for £19.99) vs roughly $0.10 on OpusClip Pro (300 for $29). One honest exception: OpusClip's free 60 minutes renew monthly, ClipDocker's 60 are a one-time signup grant.
